The paper has been originally prepared for the Second Parliamentarian Dialogue Europe – Latin America on the Promotion of Energy Efficiency, held in Buenos Aires, Argentina from 21 – 23 June 1999. It briefly addresses the recent energy sector reforms in Latin America, their achievements and shortcomings. It also analyses the possible contribution of European experiences with sustainable energy policies to the completion of the reforms in Latin America and comments on the role of EU – Latin American energy co-operation, in particular the ALURE and SYNERGY Programmes, in this context.

As a conclusion, the paper calls for:

  • A policy dialogue which complements the important European investments in the Latin American energy sector;
  • Stable regulatory frameworks;
  • Regulatory intervention in order to translate the economic benefits of European investments into sustainable social and environmental development in Latin America.
