In September 2000, AES participated in the In-depth Review of Energy Efficiency Policies and Programmes of Poland, in the framework of the process of periodic reviews established by the Energy Charter Working Group on Energy Efficiency and Related Environmental Aspects. The review was undertaken by the Working Group on a peer basis, with the support of the Energy Charter Secretariat.
The findings of the review team are presented in a report, which has been endorsed by the Energy Charter Conference. The report provides a series of recommendations to the Government of Poland, which – in addition to general recommendations referring to overall energy efficiency policies and strategies – relate to areas like: the institutional framework for energy efficiency, energy pricing, energy efficiency funding and fiscal policies, the implementation of specific programmes and instruments, the promotion of renewable energy, data collection and monitoring, education and information, and the participation of the private sector in energy efficiency and related activities.
The review was carried out in the framework of the Energy Charter Protocol on Energy Efficiency and Related Environmental Aspects (PEEREA). The PEEREA is a legally-binding instrument that was signed together with the Energy Charter Treaty in December 1994 by the same 51 states that signed the Treaty itself. It requires its signatories to formulate energy efficiency strategies and policy aims, to establish appropriate regulatory frameworks, and to develop specific programmes for the promotion of efficient energy use and the reduction of harmful environmental practices in the energy sector.
Following the recommendations of an experts meeting on procedures for implementation of the PEEREA in March 1998, the Energy Charter Conference approved a process of periodic reviews of the energy efficiency policies of the signatories, as a core activity of the Working Group on Energy Efficiency and Related Environmental Aspects. The review process relies on two major complementary components: regular monitoring based on a review format and in-depth energy efficiency reviews. The role of the in-depth energy efficiency reviews undertaken on a peer basis is to enhance the level of co-operation amongst contracting parties, as well as to assess progress, to promote continuous dialogue and to transfer information.
The In-depth Review of Energy Efficiency Policies and Programmes of Poland was the third in-depth review carried out by the Working Group.
